[Emerging-Sigs] File Name Changes

As discussed, planning on the file naming changes from bleeding-* to 
emerging-*. I will keep links in the tarballs to the old names for some 
time, as well as in the /rules web directory. So this shouldn't directly 
affect anything if anyone's not paying attention.

Planning to make the change wednesday this week.
